In most countries in the developed world, the first two are quite common. Downloading being illegal is increasingly becoming more common as ISPs and governments slowly crawl into bed with copyright facists, and spying by governments is also becoming increasingly populair. In any way, it can't hurt to subscribe to a VPN, just aslong it is a good one that really gives you privacy.
