OK, Luffy made me laugh many many times. From wheel barrel, to smashing into Smoker and Ace, To him shoving his mouth and running away from smoker, to random impressions the sanji and Chopper one made me laugh the most, to walking behind that marine while joking around at G6, to thriller barks where he tamed the dog, shoved a zombie back into the grave, and many random bits. He made me laugh from the pure actions he did.

Gin made me laugh with the stupid puns. Too many to count.

GTO... good lord Oni.... Jesus he even funny in the manga about his childhood.

These 3 made me laugh the most to the point I woke up my roommates.

Kyoko in Skip Beat! She's so adorable and funny. I love her reactions, especially when her Kyoko demons go on a rampage whenever Shou is near.

The funniest character I've ever read about is Shinnosuke Nohara from Crayon Shin-chan but that doesn't count because I have not seen the anime version of it. And I don't really watch a lot of anime. I read manga lol.

I'll go with Ritsu Tainaka from K-ON! anime.

Harima from school rumble has funny stuff happen to him, but Tenma's obliviousness is too funny. Overall School Rumble is a big circus of laughs.

I have to say the exchanges between Kamijo Touma and Mikoto Misaka from and of the A Certain series is hysterical. A Certain Magical Index and A Certain Scientific Railgun series.
