When a gambling boss named Chen Yuan Lung (Kwan Hoi Shan, from Hard Boiled) ends up dead, he leaves his two sons, Chia Chin (Philip Ko Fei, from Dragons Forever and Tiger on the Beat) and Chia Kang (Chin Siu Ho, from Mr. Vampire and The Tai Chi Master) in the custody of his good buddy Chiptooth (Piao Wen Piao) While Beset by temptations on all sides, Chia Chin tries his best to make an honest living for himself while his brother Chia Kang ends up running with the wrong crowd and getting into all sorts of trouble. An unplanned pregnancy with his pretty classmate Mei Ling (Liu Li Ling, from Fast Fingers) is just the latest of his troubles. To make matters even worse, Mei Ling's dad, the hot-blooded Inspector Chang (Johnny Wong Lung Wai, form Dirty Ho and The Treasure Hunters) forces his daughter to have an abortion, an emotionally devastating decision which eventually results in Mei Ling's accidental death! Blaming no one but Chia Chin and Chia Kang, Inspector Chang sets out to get bloody retribution, no matter the cost! Will the two orphans make it out of the Walled City alive?
