Looking for title to Elvis/tracy Chapman song pls/thx

Remember hearing an Elvis song sometime ago that I liked and can't remember the title. I believe Tracy Chapman may have done a version of it as well.

A line in the song goes something like "another newborn baby cries in the bayou"

in the baayyyouuuuuuuuuuu

Exact words may be different.
